Function createFormatter

createFormatter(validator, config?, format?): HelpFormatter
Creates a help message formatter.
Parameters
- validator: OptionValidator
  The validator instance
- Optional config: FormatterConfig
  The formatter configuration
- format: "ansi" | "json" | "csv" | "md" = 'ansi'
  The help format (defaults to ansi)
Returns HelpFormatter
The formatter instance
